Washington Place is a 76-unit development located on three sites in Hobbs, New Mexico. Originally constructed in the 1970's, the development serves large families in the community in one, two, three and four-bedroom units. Washington Place has a HAP Contract for providing rental subsidies for 100% of its units.
Beginning in 2015, the Washington Place development conducted at rehabilitation of the development. The rehabilitation work addressed critical needs at the property and extended the useful life of the buildings and their systems, while also making them more energy and water efficient. The scope of the rehabilitation included adding water saving fixtures to all units, full kitchen and bathroom renovations, converting landscaped areas with turf to drought tolerant materials, updating all units with new flooring, adding play areas for all ages, constructing a new community room, replacing appliances with energy efficient models, and resurfacing the parking areas among many other features.
The project was funded by 4% low-income housing tax credits allocated by the New Mexico Mortgage Finance Authority and tax-exempt bonds issued by the City of Hobbs. The New Mexico Mortgage Finance Authority also provided a HOME loan to the development for use during the construction and permanent phases of the project.
